Obviously not, because you don’t need expensive mining industry to keep the blockchain secure.
You can run Peercoin minting on a device like RaspberryPi that consumes like 25 kWh per year.
An Antminer S9 consumes that in less than a day and has way more purchase costs than a RPI.
