Just tagged latest version of pacli.

New features are:

pacli coin sendto

Docstring: send coins to address
Usage: pacli coin sendto ADDRESS AMOUNT [LOCKTIME]
pacli coin sendto --address ADDRESS --amount AMOUNT [–locktime LOCKTIME]

pacli opreturn

Docstring: send op_return transaction
Usage: pacli coin opreturn STRING [LOCKTIME]
pacli coin opreturn --string STRING [–locktime LOCKTIME]

Will work to provide .exe for windows now.
