Awesome. That sounds like a yes. Did someone already try it?
Still need to root your device, so it is not everyone’s cup of tea, but it opens up a world of apps to Android phones or tablets. One could even run Bitmessage that way, although bandwidth requirements might make it an expensive app.

It is far from optimal, or even usable way to run Peercoin client. This is something like VNC or “remote desktop” or teamviewer, in same fashion you might just run it on your PC @ home and VNC into it to.
